Clear Creek County wants to ensure that all On-site Wastewater Treatment Systems (OWTS) are designed, installed and managed through the best in the industry. Our regulations require that in order to do any work on a system you must have a design from  a design engineer, and all work or maintenance must be completed by a Clear Creek County licensed company or professional. 


Starting an OWTS Project

Selecting A Design Engineer
All projects relating to an OWTS, including repairs, need to start with a designing engineer. This requirement is specific to the Clear Creek County OWTS Regulations. Design engineers are responsible for creating the best possible system for your property. The design engineer is a professional engineer who utilizes site evaluation and investigation information to select an appropriate OWTS and prepares a design document in conformance with the Regulations.

Selecting a Licensed Systems Contractor
Clear Creek County requires that any person engaged in the business of installing, constructing, altering or repairing an OWTS hold a valid Systems Contractor Licensed issued by the Clear Creek Environmental Health Department. In order to obtain a license these companies must receive a passing score demonstrating knowledge of the Clear Creek County OWTS Regulations. Licensed Systems Cleaners work closely with the Design Engineer in making sure your system is installed correctly and timely.

Are you a homeowner and are interested in working on your own OWTS?
Clear Creek allows homeowner installers to become licensed to do work on their own OWTS. The homeowner must take the Clear Creek County Contractors Exam and receive a passing score of 75% or higher. Homeowner installers are only licensed to perform one project per calendar year, and are only permitted to do work on a system they own.

Selecting a Licensed Systems Cleaner
A licensed systems cleaner is any person engaged in the cleaning or pumping of septic tanks, vaults, holding tanks or other components of an OWTS. They are also responsible for transporting the sewage to an approved disposal site. In order for a company to become licensed they must take the Clear Creek County System Cleaner Exam to ensure that they are aware of applicable regulations.
