SI2023-0001 - I-70 Floyd Hill to Veterans Memorial Tunnels Project

Case Type: Areas and Activities of State Interest for Site Selection of Arterial and Collector Highways and Interchanges (1041 Permit)

Request: The applicant is requesting a 1041 Permit from the County for the unincorporated area of Clear Creek County to complete a six-lane highway component from Floyd Hill through the Veterans Memorial Tunnels.  Major elements of the Project include adding a westbound travel lane on I-70, constructing the missing frontage road connection between U.S. Hwy. 6 and Hidden Valley, adding an eastbound auxiliary lane to the uphill section of Floyd Hill, modifications to the U.S. Hwy. 6 and Hidden Valley interchanges, improving design speeds and stopping sight distance on horizontal curves, improving the Clear Creek Greenway trail, and implementing environmental mitigation for wildlife connectivity, air and water quality, stream conditions, and recreation.  The Greenway trail will be resurfaced/reconstructed by CDOT and maintained by the County.

Location:  The entire Project lies within the I-70 right-of-way and some adjacent additional properties between milepost 241 in Idaho Springs, east into Jefferson County.  The County Commissioners will consider said 1041 Permit just for the portion of project that falls within the unincorporated area of Clear Creek County.

Additional Parcels that are part of this project in unincorporated Clear Creek County include: Parcel #'s 1833-33-3-00-903 and 1833-33-4-00-901, both owned by Clear Creek County

Request: The applicant is requesting a rezoning to Planned Development (PD) for a proposed amendment and expansion to the existing Walstrum Quarry.  The Walstrum Quarry has supplied aggregate construction materials for Industrial, Commercial, and residential uses since 1983. This expansion includes 229 acres of additional land proposed to be mined and reclaimed for aggregate production.  The purpose of the expansion is to extend the life of the Quarry.
