Commercial River Outfitter Licenses

A valid, up-to-date Commercial River Outfitter License is required for any commercial rafting, canoeing, or kayaking activities utilizing County lands. Clear Creek County Government regulates the use of County Land by Commercial River Outfitters under the authority of the currently adopted Resolution.

All outfitters must provide a complete Commercial River Outfitter License Application each year. Please see Resolution 17-21 for a full list of the required application materials and regulations.

Commercial River Outfitter License Application (due by Tuesday, April 1st, 2026)

Important Dates:

• Pre-Season Meeting- TBD,2026 from 2-4pm via Zoom 
  • The Rafting Pre-Season Meeting will usually occur on the second Thursday in March of each year between 2:00 p.m. and 4:00 p.m. (additional details below)
• 2025 Season Applications Due - Tuesday. April 1st, 2026
  • All Commercial River Outfitter License applications are due by April 1st (or the next business day) of each year.
• End-of-Year Client Report & Payment Due- Thursday, October 31st, 2026
  • All Year-End Client Reports and associated unpaid balances are due by October 31st of each year.

Pre-Season Meeting

The rafting Pre-Season Meeting occurs annually and offers opportunities for rafting outfitters to review the previous season, share concerns, and learn about numerous activities happening in the Clear Creek corridor that may impact rafting in Clear Creek County throughout the season. This meeting will occur over Zoom. Any member of the public can attend this meeting, whether or not you have applied for a License.
